1. Purpose

These Terms of Service ("Terms") govern your use of the Concourse platform operated by [PLACEHOLDER: Concourse Inc.] ("Concourse", "we"). By using the Service, you agree to these Terms.

2. Definitions

1."Service" means the cross-border dental patient matching platform operated by Concourse.
2."Concourse" is a medical tourism intermediary registered under the Korean Act on Support for Overseas Expansion of Healthcare System and Attraction of International Patients. Concourse is NOT a medical provider.
3."User" means any person using the Service under these Terms.
4."Partner Clinic" means a Korean dental clinic with a partnership agreement with Concourse.

3. Legal Status of Concourse — Intermediary

Concourse is NOT a medical institution and does NOT provide medical services. Our legal status is that of an intermediary (유치업자) under the Korean Act on Attraction of International Patients §6. We provide only:

1.Information provision and matching between international patients and Korean Partner Clinics
2.Quote intermediation
3.Booking coordination and concierge support
4.Collection and settlement of service fees

All liability for medical acts (diagnosis, prescription, treatment) rests exclusively with the Partner Clinic. Concourse bears no liability for treatment outcomes, quality of care, or medical incidents.

4. Service Features

1.Dental case submission and clinic matching
2.Receipt of quotes from multiple clinics
3.In-app chat between patient and clinic
4.Booking and schedule coordination
5.Service fee payment via PortOne
6.Concierge services — airport pickup, visit management, post-treatment check-ins

5. Service Fees and Payment

1.Service fee: A one-time service fee per plan (Basic / Standard / Premium) covers Concourse intermediation and concierge costs. It is separate from treatment costs.
2.Treatment fees: Paid directly to the Partner Clinic. Concourse does not receive or settle treatment fees.
3.Payment method: International card payments via PortOne
4.Receipt: Electronic receipts for service fees are sent by email.

6. Cancellation and Refunds

Pursuant to Article 17 of the Act on the Consumer Protection in Electronic Commerce, Etc. (E-commerce Act):

6.1 14-Day Cooling-Off Period

Within 14 days of payment, you may withdraw your purchase and receive a full refund of the service fee.
Exception: If Concourse's intermediation service has already been substantially performed (e.g., you have entered Korea or treatment has commenced), withdrawal may be restricted under E-commerce Act §17(2)(3).
Refunds are processed to the original payment method within 3 business days of request.

6.2 Visit-Date-Based Refunds (After 14 Days)

Once the cooling-off period has expired, refunds are calculated based on the scheduled visit date:

Cancellation 7 or more days before the visit: 100% service fee refund
Cancellation 3–6 days before: 50% refund
Cancellation less than 3 days before: No refund

6.3 Treatment Fee Refunds

Treatment fee refunds follow the Partner Clinic's own policy. Concourse is not a party to those refunds.

7. User Obligations

Users shall:

1.Provide accurate information during sign-up
2.Not provide false sensitive medical data
3.Not use another person's account without permission
4.Not defame, harass, or obstruct Partner Clinics, other users, or Concourse
5.Not use the Service for any unlawful purpose

8. Limitation of Liability

1.As an intermediary, Concourse is not responsible for the outcome, quality, or safety of medical treatment performed by Partner Clinics.
2.Concourse is not liable for service interruptions due to force majeure (natural disasters, war, government orders).
3.Except in cases of willful misconduct or gross negligence, Concourse's total liability is limited to the service fee paid by the user.

9. Dispute Resolution and Governing Law

1.These Terms are governed by the laws of the Republic of Korea.
2.Disputes between users and Concourse shall first be resolved through negotiation; if not resolved, the Seoul Central District Court shall have exclusive jurisdiction.
3.International patients may also seek dispute resolution through the Korea Consumer Agency and the Personal Information Dispute Mediation Committee.

10. Changes to these Terms

Concourse may revise these Terms. Material changes will be announced in-app and by email at least 7 days before effective date (30 days for changes unfavorable to users).
